



The Jack D. Evans Complex
The former brownfield site consolidated administrative and investigation division of the city’s police department, which had been scattered among 17 different buildings. This project was recognized by the EPA with the Phoenix Award of Excellence in Brownfield Redevelopment. The 360,000sf, headquarters is a six-story building constructed around a 7,000sf courtyard. The headquarters includes:
- laboratories, ID workstations, photo lab/studio and evidence lab, layout and storage
- conference rooms,
- general and executive offices
- a public lobby and Police Museum
- reception, teller stations and recording administration
- youth services, operation programs, family counseling and classrooms
- food service and kitchen
- investigative administration
- youth/family crime, gang squad, neighborhood nuisance and crime administration
- telecommunications/server room
- locker rooms and a fitness gym
Dallas’ First LEED Project
Through innovative design and construction, the headquarters achieved LEED Silver certification. The City eliminated the use of over 10,000 gallons of city water per day by designing a storm water recycling system for irrigation. Environmentally conscious construction processes included:
- recycling the existing asphalt pavement, concrete and soil waste
- a HEPA grade filtration system
- low VOC adhesives and sealants, paints, and carpet products
- energy efficiency optimized through the use of part-load chiller operation, water-side economizer and plate-frame heat exchangers
- enthalpy wheels recover sensible and latent heat from exhaust and outdoor air streams
- indirect fluorescent lighting system with occupancy sensors and continuous dimming daylighting controls
